Get Into Business Programme will take place on 3rd - 26th November 2009 -This programme is aimed at unemployed young people aged between 18-30 that have an interest in business or self employment. Participants that complete the course will receive a Level 2 Award in Enterprise Skills for Business. Leap will be running a 6 week conflict resolution course designed for young people (16-24). The course is called the “Quarrel Shop” and teaches young people how to confront conflict in a constructive manner and covers communication and mediation skills. The course will be running from mid November at their Finsbury Park office. The course is fully funded and will run for 1 day a week and will include a residential. UK Youth Parliament election dates announced - Young people aged 11-18 are needed to become Members of Youth Parliament (MYP). MYPs get involved in campaigns and put forward the views of other young people to key decision makers. Find out more here.

The London 2012 Changing Places Programme is looking for volunteers to help with a variety of environmental improvement tasks in the autumn. Tasks will include conservation, litter clearance, graffiti removal, habitat enhancement and general improvement activities.

Voicebox – Young people aged 16-25 are letting a robot know what they want to tell MPs on their behalf. All they have to do is write a message about what is important to them. The best submissions will be written out by Voicebot and given to MPs.

Languages and Film Talent Awards (LAFTAs)Competition for young people aged 13-21 now open. Entrants need to make a film relating to Languages in London before February 2010. They are looking for films demonstrating the world of languages available to explore. Prizes include iPods and trips abroad.

Camden Eid Celebration Event - On 2 October 2009, young people in Camden attended an Eid Celebration event organised by young people, at the South Camden Youth Access Point, to celebrate their achievements over the summer period including CBT, First Aid, Healthy Eating competition and Level 1 Beauty courses. One key highlight was that young people in Camden applied and received funding from the Youth opportunity Fund to part fund two Level 2 Youth Work courses with the Activity Agreement Project, which was an idea from Kamrul Taffadar who was on the AAP and is now a part-time Youth Worker for One Housing Group.

Better Advice for 14-19 - This briefing examines the problem and identifies the information, advice and guidance (IAG) strategies that will help schools and consortia to enable young people to make better choices.

The London Work Based Learning Alliance has launched a new Information Advice and Guidance (IAG) Website, funded by the Learning and Skills Council and aims to publicise work based learning opportunities to young people in London by providing detailed information regarding 14-19 provision including Apprenticeships, Entry to Employment and Foundation Learning.

Foundation Learning update - 2009-10 is a crucial year in developing Foundation Learning (FL-the learning suite for 14-19s at entry level and level 1) as all areas should be gearing up for delivery on a 14-19 basis by 2010-11.Two guidance documents have just been published which provide clarity on Foundation Learning including the timeline for implementation: LSC/QCDA guidance on FL delivery for 14-19s in 2009-10 and DCSF guidance on LAs’ strategic submissions to Gateway 4 which should set out their planning for FL as well as Diplomas.

Vacancy Trends in Fashion and Textiles Newsletter (September 2009) – This update shows manufacturing vacancies are down significantly, and that the vast majority of vacancies in fashion and design were still in London.

How are Higher Education Career Services Experiencing the Recession? In July 2009 HECSU launched a short online survey asking university careers services how they think the recession has affected graduate vacancies and what kinds of strategies they have seen final year students adopting in response to the recession. Education at a Glance 2009: OECD Indicators has found that Britain has one of the highest dropout rates of any developed country, with more than one in ten young people aged 15 to 19 not in education, work or training. Download the publication here

14-19 Workforce Support - A new website will provide access to all the support programmes on offer as part of the 14-19 reforms, including the four learning routes: the Diploma, General Qualifications, Foundation Learning and Apprenticeships.

The youth advice workforce: now and in the future – Policy briefing for workers who give advice to young people about any aspect of their lives. The report sets out issues faced by these workers, their recommendations and resolutions of those issues, and looks at qualifications and development of staff.

National Commissioning Framework 2011/12 Outline and Key Principles - Published in advance of publication of the full draft version, is intended as a general statement of the key principles and main elements.

National Enterprise Academy – National Enterprise Academy has opened in London. It is the first educational establishment dedicated solely to enterprise and entrepreneurship in the UK. The academy will train 18,000 of the entrepreneurs of the future within five years.

Work and worklessness among householdsReport revealing number of working-age people in workless households in April-June 2009 was 4.8 million. The number of children in workless households rose by 170,000 to 1.9 million.

New Unemployment statistics released reveal: the claimant count for 18 to 24 year olds has risen by 9,500 to 483,200. Over 50% are leaving the claimant count within three months and over 70% within six months. The overall levels of unemployment across all ages are still rising. Read the article here.

Stock market recovery - but economy remains fragile

In the September edition of the ‘London’s Economy Today’ GLA Economics report that a number of economic indicators released are indicating that the worst of the recession may now be over. The improving economic news has heartened the City with the FTSE 100 breaking through the 5000 mark for the first time since September 2008. KPMG and the Recruitment and Employment Confederation have also found signs that the UK job market may be beginning to be slightly less pessimistic with them discovering “marginal increases” in appointments in August.

However, in counter-balancing news the British Retail Consortium estimated that UK like-for-like retail sales fell by 0.1 per cent in August compared to the previous year indicating that the economy is far from out of the woods, whilst in Central London like-for-like sales were reported to have declined by 5.9 per cent. Stephen Robertson, Director General, British Retail Consortium, said in relation to the London figures: “these results don’t suggest the recovery is under way. This is the lowest London sales growth since August 2005”.

Further the OECD has revised down its forecast for the UK economy this year from a contraction of 4.3 per cent of GDP to 4.7 per cent. Despite a recent pick-up in house prices, the Ernst and Young ITEM club has predicted that house prices will fall by 1.6 per cent in the first half of 2010 and take five years to reach their 2007 levels.

Mervyn King, the Governor of the Bank of England warned on 15 September that the “strength and sustainability” of the recovery is still “highly uncertain”. With UK unemployment hitting a 14-year high and evidence for only a future sluggish recovery for London’s economy it is likely that business conditions in the capital will remain tough over the next year.

Looking at evidence from vacancies taken by Central London Connexions (from 1st April to 20th September 2008 and same period this year):

  • Overall vacancies (ie vacancy cards on the notice board) are down from 365 in that period 2008 to 233 in same period this year - we are about a third down.
  • Most sectors have been hit, for example office work (94 vacancies Apr-Sept 08, 51 same period this year), retail (down from 50 to 34) and hairdressing (41 to 17).
  • Apprenticeship have held up well and actually increased particularly engineering and public sector 85 Apr-Sept this year, 78 same period last year.
National Minimum Wage increase
 
The NMW rate is reviewed every year and any changes take place on 1 October. This year’s recession hit increase has been a modest one, with the under 18 rate going up just 4p.

However, even this small raise has not been unanimously welcomed.  In its submission to the Low Pay Commission, which will recommend the rate, the British Chambers of Commerce says that the recession has seriously affected the employment of 16 and 17-year-olds. It forecasts that one in three will be jobless next year - perhaps not that surprising in a recession:

"The economic reality means that the national minimum wage rate should no longer be seen as a 'one-way bet', and serious thought should be given to whether this rate is now pricing these young people out of employment and possibly into a life of welfare-dependence," the BCC wrote in its letter to David Norgrove, the commission's chairman.

The rates from 1 October 2009 will be:

• £5.80 an hour for adults (workers aged 22 and over) – up from £5.73
• £4.83 an hour for workers aged 18 to 21 inclusive – up from £4.77
• £3.57 an hour for young people (under 18) – up from £3.53
