South Thames College Open Day - Monday 15th June 2009 at the Wandsworth Campus from 3pm - 6pm. What's Up Information is a new site packed with positive information for young Londoners. They are currently concentrating on activities for 12-19 year olds, but have a free portal for young Londoners.

Summer Uni Website Launch - Goes live on Tuesday 9th June www.summerunilondon.org. Win £50 of Music Downloads by taking part in a survey about what young people think about the summer and Summer Uni and be entered into a prize draw.

Youth Leadership Programme 2009 - London Youth are looking for young people to take part in this programme. Every young person will receive free training. Closing date for application 15th June.

The Whitechapel Gallery’s Young Curators programme is a chance to discuss contemporary art with professional artists and steer the newly-expanded Whitechapel Gallery. Join ENVOY the Enthusiastic National Voice Of Youth - ENVOY is the National Council for Voluntary Youth Services (NCVYS), National Youth Forum and consists of young people aged 11-25. Climate Callout Competition - UNICEF are looking for four young people aged 14-17 to attend the Children's Climate Forum in Copenhagen in December. To secure a place on the team, entrants must submit a short video or written piece via UNICEF's YouTube channel deadline 15th July.

Princes Trust - Get Into Cooking with Mosimann’s Course - This is a free course from 15th – 19th June 2009, for any young person aged between 16-25 who is unemployed and NEET or is a care leaver/in care or ex offender/offender. The Prince’s Trust will also pay travel costs to the venue. Sporting Futures A free event in North London on 21st June 2009, for all ages and abilities. Displays and have-a-go workshops include: Martial Arts, Dance, Extreme, Community Clubs and Organisations, Cycling, Health and Massage and Education and Careers.

Rhythm of London – Aims to get young people involved with music, the first ever Rhythm of London festival features public performances, instrument tuition and a variety of school and public events to get the whole city moving to the beat this summer, taking place 10-11 July 2009.

‘Achieving Excellence in CEIAG’  is the umbrella for several projects in London that aim to achieve excellence for all young people across the capital in CEIAG. Partnership for Young London would like to ask you to contribute to helping all young people in London to get excellent careers information, advice and guidance by responding to a survey.  It should take no longer than 10-15 minutes with 5 questions.

Functional Skills and GCSE’s update students will not have to pass Level 2 functional skills in order to achieve a grade C or above for core GCSE subjects. Separately accredited stand alone functional skills tests in English, maths and ICT will also be available, and be part of Diplomas, Apprenticeships and the Foundation Learning Tier. In 2010 the new GCSE specifications for English, maths and ICT will have functional skills embedded and assessed. For more infromation click here.

Government invests £146m in teen community service programme – The government has announced a £146m package of funding to encourage community service among 16 to 19 year olds.

Government's official website launches new web tool – Directgov has launched Moneyspeak, a new free simple tool which can be shared via social networking sites such as Facebook and MySpace. Moneyspeak is an interactive tool that puts those confusing and alarming economic terms we hear every day into context.

Citizenship Foundation and Abbey team up to produce My Money, My Rights pocket guide offering clear and up to date information on all aspects of money for young people.

September Guarantee reminder - Year 11 students will be leaving school shortly, and both they, and their parents/carers, need to know who to contact for information, advice and guidance about getting an offer of a suitable place in post-16 education or training under the September Guarantee. Schools should ensure that arrangements are in place, and that they are communicated to Year 11 leavers and their parents and carers, either in their end of term letter or by other means. Giving children and young people a right to appeal – The DCSF have launched a consultation on giving children and young people a right to appeal decisions regarding exclusions, SEN statements and assessments and to make disability discrimination claims in England. Closing date 21 July 2009.

Healthaware Challenge is an innovative way for workers from a wide range of disciplines to access support and resources for developing their health and wellbeing work with young people. Linked to UK Youth's Youth Challenges and Youth Achievement Awards, there are also opportunities for young people to gain accreditation through ASDAN for their involvement, visit the site to register and for more information.  

Open is a national drive to increase the provision of positive activities on Friday and Saturday evenings. It all kicks off with the Open Weekend on Friday 10 and Saturday 11 July.

Family Rights Group has launched a new advice line number 0808 801 0366, the latest development in a series of moves aimed at increasing vulnerable families’ access to their advice services. The line’s experienced advisers give legal and practical advice to families, whose children are involved with, or need, local authority children’s services. 

UK Youth Parliament's campaigns for 2009-10 have been announced and are: to incorporate political education into the secondary education curriculum; a national transport concession card for all young people under the age of 18 in full time education; to abolish university fees. Consultation on the guidance to provide impartial information and advice - This consultation invites LAs, schools and other key stakeholders in the 14-19 Partnership, to comment on draft statutory guidance linked to the duty on local authority maintained schools, set out in the Education and Skills Act to provide impartial information and advice. Closing date 30 July 2009.

Action Plan for the 14-19 Prospectus and Common Application Process (CAP) sets out the ambition to 2013 for the further development of the 14-19 Prospectus and implementation of CAP.

Universities’ acceptance of Diplomas - Students on the first five Advanced Diploma lines will be able to apply to 80% of undergraduate courses across the country, according to data released on 5 May by UCAS. University admissions requirements for undergraduate courses from 2010 include the Diploma for the first time. Read more here.

Handling allegations of abuse made against adults who work with children and young people -Following the review of the implementation of guidance on handling allegations of abuse against those who work with children or young people, the Government made a commitment to publish additional practice guidance. Teachers and youth workers who have been cleared of alleged abuse against children will be able to wipe the claims from their records, as part of the plans in this consultation. Closing date Friday 7 August 2009.

New Ofsted arrangements for the inspection of children’s services - details how inspections will be conducted under the new Comprehensive Area Assessment (CAA). The frameworks published are the arrangements for the new Ofsted rating for council children’s services and the programme of inspection of safeguarding and looked after children.

Safe and effective SNS applications for young people a working paper on considerations in building social networking applications for under 19 year olds has been prepared for Substance. The paper is designed to provide information, advice and recommendations.

New research highlights the importance of apprenticeships – To mark the launch of the new National Apprenticeship Service (NAS), new research is being published which highlights the importance of Apprenticeships to individuals, businesses and the economy. 

The protection of children in England: Action plan – The Government has now published an action plan, setting out its detailed response to the recommendations in Lord Laming's report on safeguarding children and young people. 

Future Jobs Fund -The £1 billion fund is to help generate 150,000 new jobs particularly for young people in areas of high unemployment and is part of the Budget 2009 announcement to deliver an extra £3.1 billion to help people looking for work. Local authorities and third sector organisations across the country can submit innovative bids for jobs. This could include sports coaching, crime prevention, tourism and working with children.

Mobility for young people in London – The Integrated Working Without Boundaries – the London Common Assessment Framework Protocol is the latest protocol to be produced under the Mobility and Young London Board.

Government funds firms to expand apprenticeshipsMore apprenticeships will be open to young people thanks to £11 million in Government funding as part of a new approach to help employers train the skilled workers of the future, Skills Secretary John Denham and Schools Secretary Ed Balls has announced.

A Stitch in Time: Tackling educational disengagement an interim report from Demos that looks at how to prevent children and young people becoming disengaged from learning. It suggests organisations working with children and young people should be inspected by ‘an Ofsted-style body’ that could issue a ‘national Kitemark of quality’.

Making the case published by the Young Equals coalition makes proposes for the Equality Bill that comes into force in 2010. The report challenges the Government position that there is “little evidence” of harmful age discrimination against children and young people, and questions why the Government is failing to extend legal protection from age discrimination to under 18s.

Functional skills consultation - In the coming months, QCA will be consulting on the key regulatory criteria documents which will form the basis of the next generation of functional skills qualifications. Helping young people make sense of money – Young People & Money is a free one day training course that has been designed to better equip those who work with young people aged 16 to 25 who are NEET. The Financial Services Authority (FSA), working in partnership with Citizens Advice and leading youth charity Fairbridge, has developed the Young People & Money programme. Taking place on 14 October 2009 in Stratford.

LSCB Female Genital Mutilation (FGM) training is aimed at all staff working with women and children. It will give you an understanding of what FGM is and the social, cultural and religious context in which it is practised. Taking place on 9th of June in London. Working with refugee and asylum-seeking children in Schools training from the refugee council on 23 June 2009 will examine the specific needs of refugee pupils, including those new to schooling in the UK. Participants will have the opportunity to reflect on and evaluate their own practice, as well as that of the schools in their local area. Nurturing Young People's Mental Health Needs in the Counselling Relationship training will enable delegates to develop their knowledge of the risk and resilience factors affecting young people's emotional well-being and mental health 23 June London.

Human Rights and Young People – This one day course on human rights aims to provide people that work with young people with a good understanding of the key features, ideas and principles of human rights and how they are relevant to young people’s issues and the youth sector in the UK. A Fairer London – The 2009 London Living Wage

In its fifth annual report, published in May 2009, the GLA’s Living Wage Unit takes a systematic approach to identifying what a living wage is in London.

Despite the recession, London remains an engine of the UK economy and has many top earners. However, in order to maintain its world leading status it relies on the work of many who carry out the city’s essential functions on a daily basis – from office cleaners to care-workers in social services. It is right that their skills and commitment to London’s success are recognised, and one of the most fundamental ways of doing this is to ensure that all Londoners are paid appropriately. According to the report that means being paid at least the ‘London Living Wage’, which is designed to provide a minimum acceptable quality of life.

The report shows how someone paid less than about £6.65 an hour will be living in poverty, even after benefits and tax credits are taken into account. This means that in London you need an hourly wage rate of 16 per cent above the National Minimum Wage (NMW) rate of £5.73 just to take you above the poverty level. 

However, this provides no margin to meet the kind of day-to-day challenges that those who are better off can afford to take in their stride. As before, a margin of 15 per cent has therefore been added to the poverty threshold wage. The result is a London Living Wage of £7.60 per hour - an increase of 2.0 per cent on last year's figure and a 13.4 per cent increase in the four years since its introduction.

If we applied the same margins to the NMW for younger workers (the report does not do this) this would give a London wage of:
• £7.60 for adult workers (compared to £5.73 NMW, as mentioned above)
• £6.35 for 18-21 year olds (compared to £4.77 NMW)
• £4.70 for under 18s (compared to £3.53)

The NMW is due to increase in October 2009 and updated rates (based on same calculations) would be:

• £7.70 for adult workers (based on NMW £5.80)
• £6.40 for 18-20 year olds (based on NMW £4.83 – 21 year olds are being moved to adult rate)
• £4.75 for under 18s (compared to £3.57)

Of course it could also be argued that young people without family support would need the same income as an older worker.

It should be noted that there is no legal requirement to pay the London Living Wage but the GLA argues that it makes businesses, as well as moral, sense.
